Why doesn't the Town Council publish payments?

With HDC begrudgingly having to publish payments over £500 in January 2011, I feel the Town Council could do something similar. Every so often the Town Council produces a list of payments it has made. This is a legal requirement. Why not publish these on its website? It would aid transparency and lift the secrecy surrounding the Liberal Democrat run Town Council. Maybe this is why they haven't. The  Liberal Democrats seem to enjoy the secrecy surrounding the Town Council as this stops people knowing what is going on.

The Liberal Democrats could easily make the list of payments available online.
