Who pays for old bones?

I was reading something about bones being dug up at a graveyard at Colne. That isn't what I'm interested in. The Hunts Post informed its readers of the following:
Err...What! Closed graveyards are the responsibility of Town/Parish Councils. So why is Colne Parish Council singled out for the special treatment. Shouldn't this be on the Parish Council's own precept?
HDC spends £11,000 on Closed Churchyards. Notice the plural. So what does the Colne Parish Council Taxpayer pay compared to St Neots. Much less.
So why is Colne Parish so favoured for this exception?
